I might not be much help cuz I have not compared prices, but I get mine from Buffalo Arms.com for 19.99 per 1000. They are not lubed so one has to do that in addition. All that I can say is that is a cheaper route than Ox-Yoke lubed wads.

Get a set of cheap hole punches from Harbor Freight and an old felt hat from a thrift store and make your own. Or buy felt from Durofelt.

+1 for Buffalo Arms.  Even their lubed wads are reasonable.

I buy the 45cal prelubed fiber wads from Circle Fly and split them. Otherwise I call a wool felt company and request scraps of felt sheets (leftovers, odd shapes) in 1/8-3/16" and then punch out 7/16" for the 44s and 3/8" for the 36s. I chuck the hole punches in my drill press over a hardwood board. Works great. Then I lube them with lube du jour (beeswax/olive oil/deer tallow mixes).
I've been called the Imelda Marcos of cap & ball for having over 15 of them. That's a compliment.
